China's Ministry of Human Resources and Social Security said it will study issuing a service-sector development document to promote employment. The ministry will deepen implementation of measures to stabilize jobs, expand and improve employment quality, prioritize stabilizing employment in labor‑intensive industries and tap job potential in emerging and future industries, coordinating with other departments on the policy.

Kremlin aide Ushakov said early on the 10th that in a call with Trump Putin outlined measures Russia has taken in response to what he described as terrorist attacks by Ukrainian armed forces. Putin said Ukrainian efforts to disrupt the State Duma vote and attacks on civilians have destroyed the possibility of an immediate resumption of talks. He added that Ukrainian attempts to stop Russian advances have no prospect of success, that Russian forces hold the initiative on the battlefield and are continuing to push forward. Trump has instructed that Putin’s message be passed to the Ukrainian delegation. Ushakov said no concrete discussion has taken place on a bilateral Putin‑Trump meeting.

MOFCOM’s Europe Department head said the China–EU export control dialogue has maintained close multi-level contact since its launch. Both sides agreed to deepen the dialogue, strengthen policy communication to help preserve global industry and supply-chain stability, and work to resolve mutual export-control concerns; the EU will continue to push for progress on key dual-use licensing cases affecting China. They discussed reciprocal facilitation for compliant trade in dual-use items, with the EU to consider possible facilitation measures for China, and agreed to step up communication on sanctions-list transfer issues and, within their legal frameworks, support and substantially initiate reciprocal transfer procedures.
