The plan calls for deeper deployment of 5G‑R and 400 MHz digital communications, next‑generation bearer networks and integrated access technologies to support multi‑service railway use; wider adoption of HD video surveillance along lines and onboard and rollout of 5G‑R‑based remote equipment operation and maintenance; accelerated application of Beidou across design, construction, transport production and operations/maintenance; early‑stage 6G research and scenario design; and exploration of satellite‑terrestrial integrated railway communication networks that fuse LEO broadband satellite internet.
