Russia's Foreign Ministry summoned Belgium's ambassador in Moscow on Oct. 13 and rejected what it called increasingly frequent and unfounded claims by Belgian military and political leaders that Russia is mounting growing hybrid, sabotage or direct military threats against Belgium and Europe, the ministry said on its website.

Liaoning Provincial Department of Finance and the Liaoning Provincial Data and Government Services Bureau published implementation rules for a provincial compute-voucher scheme funded by the provincial digital-economy special fund. Eligible buyers — local firms, hospitals, universities and research institutes — can receive subsidies of up to 30% of actual paid amounts under compute contracts; annual subsidy cap per entity is 2.0 mln yuan. City and county compute subsidies may be stacked under rules but cumulative subsidy cannot exceed 30%. Claimants must have annual compute procurement of at least 250,000 yuan. Suppliers must list no less than 50 PFlops of intelligent compute on the provincial compute platform and complete provincial registration. Vouchers cover compliant intelligent compute purchases for large-model training and inference, data labeling and data analysis.
