Chancellor John Healey plans to use his first budget, due later this month, to
lower firms' operating costs and support entrepreneurs by cutting regulatory
burdens. One proposed measure is scrapping certain reporting requirements for
small businesses. Healey has ruled out raising capital gains tax and will not
pursue a proposed new visa category for wealthy foreign residents.
