China's Ministry of Industry and Information Technology and seven other
ministries issued the 15th Five-Year Plan for Enhancing Industrial Basic
Capabilities, calling for strengthened R&D on basic products in key industrial
chains. The plan coordinates high-quality development actions for manufacturing
chains and an industrial-base reconstruction programme, prioritizes a set of
specialized foundational products tightly coupled with finished systems, and
mandates upstream-downstream industry collaboration to drive those projects. It
instructs parallel deployment of hardware and software R&D tasks, creation of a
standards-conversion list, and accelerated cultivation of core patents.
