Henan provincial government issued measures to stimulate consumption,
prioritizing auto demand. The plan launches a new-energy vehicle (NEV) rural
outreach campaign and implements, in line with national rules, vehicle purchase
tax and vehicle-and-vessel tax exemptions plus scrappage, renewal and trade-in
subsidies. Local authorities are urged to issue aftermarket consumption vouchers
for repair, tires, maintenance, power batteries and auto accessories to support
full-chain auto spending. The package also strengthens Zhengzhou’s
auto-circulation consumption reform pilot and promotes new formats—auto camping,
self-drive RVs, motorsports and themed exhibitions—to link vehicle spending with
tourism, sports and leisure.
