Shenyang has activated a citywide Level-2 flood-control emergency in response to
Typhoon Bavi. All schools and non-essential workplaces are suspended today;
government agencies and enterprises should work from home in principle, except
units maintaining basic urban operations. The city flood-control headquarters
has placed 12 departments—including emergency management, public security,
meteorology, water affairs, urban construction, urban management enforcement,
natural resources, agriculture, fire services and power supply—under unified
command. More than 3,500 flood-responsible personnel at municipal,
district/county, township/street and village/community levels are on duty
conducting rescue and drainage operations.
