On payment, the plan supports including eligible therapeutic rehabilitation aids in medical insurance, will study adding long-term care–related smart services and supportive assistive devices to long-term care insurance coverage, and encourages commercial insurers to reimburse rehabilitation-aid provisioning under health policies. On industry oversight, it calls for accelerated revision of mandatory standards for electric wheelchairs and recommended standards for wearable exoskeletons. On talent, it supports qualified rehabilitation-aid enterprises and institutions to establish postdoctoral research stations and backs universities and vocational schools in opening rehabilitation engineering and assistive-device technology programs.

With Sudan's civil war entering its fourth year, the EU is expected to approve new trade curbs on Sudan's gold sector on Monday under a Dutch-French initiative. Measures reported include a ban on imports of Sudanese gold, bans on sales of cyanide and mercury to Sudan, and restrictions to prevent re-exports of Sudanese gold to the EU via third countries. The package is aimed at curbing an industry that may fund the conflict; the EU has also imposed sanctions on individuals linked to the fighting.

The plan sets six priority actions: application demonstration, industrial optimization and upgrading, innovation capacity building, enhanced policy effectiveness, market environment improvement, and workforce development. On the application side it promotes multi-scenario integration of rehabilitation-assistive-device services, a “center + site” urban–rural service network and shared-leasing models. On the industrial side it targets clusters in Jing-Jin-Ji, the Yangtze River Delta and the Guangdong–Hong Kong–Macao Greater Bay Area to cultivate leading and specialized SMEs and accelerate smart manufacturing and green factory construction. On innovation it prioritizes medical-engineering integration, targets frontier technologies including brain–computer interfaces, eldercare robots and bionic prostheses, and calls for national-level research platforms and streamlined commercialization pathways.
