Beijing municipal government issued its 15th Five-Year New Energy System Plan,
targeting industrial upgrade and scaled deployment across renewables, heat and
storage. It calls for raising the wind-power industry’s high-end capabilities
and prioritizes R&D and equipment manufacturing for perovskite solar cells and
high-efficiency PV modules while promoting building‑integrated photovoltaics
(BIPV). The plan accelerates commercialization of geothermal and heat-pump
applications, advances R&D and manufacturing of efficient heat exchangers, and
aims to cultivate core heat‑pump equipment makers to enable scale. It mandates
smart‑grid technology and equipment development—focusing on power semiconductors
and intelligent transmission and transformation gear—expanding Beijing’s
power‑equipment manufacturing base and exploring vehicle‑to‑grid (V2G) and
virtual power plant (VPP) business models. For energy storage, it promotes
clustered industry development, backing R&D in solid‑state and flow batteries,
system integration and high‑end manufacturing, and targets new storage
installations of 600 MW for grid‑ and user‑side applications.
