Provincial seasonal rainfall is expected slightly above normal, with flood risk exceeding drought and alternating wet‑dry conditions. Significant floods are possible on the Fen and Qin rivers in the Yellow River midstream and on the Sanggan, Hutuo and Zhang rivers in the Hai River basin; localized severe flooding may occur.
