The campaign targets expanded hiring in sectors with strong employment pull and rapid job growth—notably manufacturing and services—by developing roles that match graduates’ skills. Authorities will encourage quality firms and SOEs to run Guopin Action city‑industry recruitment events tied to the 15th Five‑Year Plan and local industrial development to boost employer participation in hiring.
