MOFCOM's Service Trade Department issued measures to accelerate rail–tourism integration and expand service consumption, outlining 15 main tasks across five areas. Market-relevant directives: accelerate tourism-oriented upgrades to rail infrastructure — coordinate rail and tourism planning, speed station retrofits, enhance tourism amenities and accessibility. Promote tourism-focused train retrofits and encourage private investment in train facilities to meet diverse consumer demand. Encourage localities with capacity to introduce subsidies and reward policies for tourism trains and to pilot new rail–tourism consumption scenarios. Urge financial institutions to provide financing for technical upgrades and equipment renewal of tourism trains. Support broadening application channels to operate tourism trains, stepping up promotion and building a Rail–Tour Integration brand to boost demand.
