He said Washington and Tehran have divergent readings of the text, the memorandum leaves key bilateral disputes unresolved for later negotiations, and ongoing military risks — including US‑Iran standoffs in the Persian Gulf and Strait of Hormuz and Israeli strikes on Hezbollah in southern Lebanon — could spark wider Iran‑Israel clashes and undermine further talks.
