China's State Council issued the National Health 15th Five-Year Plan, committing
full-chain support for innovative drugs and medical devices. It directs
regulators to optimize review and approval of innovative and clinically urgent
medicines and to establish a comprehensive clinical evaluation system to support
clinical use. The plan calls for accelerated R&D and application of cell and
gene therapies, next‑generation antibodies, new vaccines, nucleic‑acid drugs and
radiopharmaceuticals, and for strengthened emergency vaccine and drug R&D,
production and deployment. It seeks to expand pediatric drug options, deepen
medtech–clinical collaboration and boost R&D of core technologies, components
and finished high‑end devices. The plan also promotes AI across the pharma and
medtech value chain and instructs improvement of health‑insurance support
mechanisms, including refinement of the innovative‑drug reimbursement/catalogue.
