Kevin Warsh told a hearing any Fed change to balance-sheet policy would be preceded by advance notice, explanation and public discussion to give the committee and markets sufficient time to prepare. He said observers know his concerns about the Fed’s large balance sheet but declined to pre-judge the conclusions of the newly formed balance-sheet working group. He added the balance sheet is a monetary policy tool and the Fed should avoid encroaching on fiscal policy.
