CITIC JianTou research note flagged the State Council’s “15th Five-Year Carbon
Peak Action Plan,” which directs industrial greening, accelerated
energy‑structure adjustment and deeper low‑carbon transitions in key sectors.
The plan endorses a multi‑source power mix—wind, solar, hydro and nuclear—calls
for stronger support for renewables and accelerated improvements in the power
system’s renewable absorption capacity. On fuel consumption it seeks continued
optimization of oil and gas use, orderly substitution of oil in chemical
feedstocks, pilot applications of green hydrogen, ammonia and methanol in the
chemical industry, and cautious replacement of oil for industrial power and
heat.
