CITIC JianTou research note flagged the State Council’s “15th Five-Year Carbon Peak Action Plan,” which directs industrial greening, accelerates energy‑structure adjustment and deeper low‑carbon transitions in key sectors. The plan endorses a multi‑source power mix—wind, solar, hydro and nuclear—calls for stronger support for renewables and accelerated improvements in the power system’s renewable absorption capacity. On fuel consumption it seeks continued optimization of oil and gas use, orderly substitution of oil in chemical feedstocks, pilot applications of green hydrogen, ammonia and methanol in the chemical industry, and cautious replacement of oil for industrial power and heat.
