tentatively agreed to allow Saudi Arabia to carry out uranium enrichment and not
to implement international safeguards designed to prevent weapons development.
Negotiations concluded in October 2025, but a draft nuclear agreement to support
Riyadh’s civilian program remains unsigned and awaits Trump’s signature. Two
sources said the current war with Iran — which Trump has said was partly
intended to stop Tehran using enriched uranium to build weapons — has
contributed to the administration’s decision to delay signing. One source added
some on Capitol Hill believe the delay reflects concern a likely bipartisan
resolution of disapproval could block the deal. Experts warn the accord, absent
strict safeguards, could provide Saudi Arabia a pathway to nuclear weapons.
