Negotiations concluded in October 2025, but a draft nuclear agreement to support Riyadh’s civilian program remains unsigned and awaits Trump’s signature. Two sources said the current war with Iran — which Trump has said was partly intended to stop Tehran using enriched uranium to build weapons — has contributed to the administration’s decision to delay signing. One source added some on Capitol Hill believe the delay reflects concern a likely bipartisan resolution of disapproval could block the deal.
