Axios, citing four people familiar with the matter, reports a draft accord
viewed as key to implementing Trump’s 20-point peace plan and that the White
House says Hamas could agree within days. Core terms would require Hamas to
surrender light and heavy weapons, hand over tunnel networks and
weapons-facility intelligence, and complete demilitarization within 6–8 months.
A new Gaza National Administration Committee would assume governance and unify
government, legal and security systems. The US, Egypt, Qatar and Turkey have
pressured Hamas in recent months, including efforts to cut funding and exploit
economic strain to force acceptance. Talks are reportedly in their final stage
in Egypt’s El Alamein, but Hamas has not formally approved. Egyptian
intelligence chief Hassan Rashad is said to be playing a key role and liaising
with new Hamas leader Khalil al-Hayya; Iran is urging Hamas to delay. Under the
draft, Hamas members could receive amnesty and remain in Gaza; militants who
surrender weapons could receive compensation; Israel would withdraw gradually
after implementation and halt targeted strikes on Hamas personnel. Israel
remains skeptical Hamas will fully disarm. The Trump administration says a
finalized accord would be a major step toward ending the Gaza war and launching
reconstruction.
