Building on a July 2024 pilot due to expire after two years, the revision expands the policy’s scope and streamlines procedures to support completion of formalities and real‑estate registration for historical projects; the Planning and Resources Bureau led the revisions to address market requests for an extension and practical issues on applicability, building‑retention verification, illegal‑construction handling and completion‑acceptance filing.
