On Aug. 11 Jilin Governor Hu Yuting chaired a meeting on deepening reform of
state-owned agricultural reclamation (state farms). He ordered corporatized
governance and market-oriented operation, creation of regional state-farm groups
segmented by planting, livestock and processing, and a one-company-one-policy
approach to product positioning, input–output and business models. He pushed
expanded partnerships with private/social capital and leading agribusinesses to
boost internal dynamism and competitiveness. He also called for improving state
land-use and management rules, promoting intensive, efficient and unified use of
farm land and accelerating appropriate-scale operations to raise agriculture
sector returns.
