Fujian issued a development plan targeting by 2030 strategic emerging industries
to account for about 35% of large-scale industrial output and for total social
R&D spending to grow roughly 10% annually. The plan aims to build a 1 tln yuan
new-energy industry cluster; shrink-wrap new materials to exceed 900 bln yuan;
push integrated circuits and optoelectronics past 300 bln yuan; establish AI,
biomedicine, energy-efficiency/environmental and low‑altitude economy clusters
at ~100 bln yuan each; and cultivate several hydrogen and biomanufacturing
future-industry clusters at the hundred‑billion yuan scale, with the goal of a
domestically leading, distinctive emerging- and future-industry system.
