Satellite-internet measures target transparent bent‑pipe LEO beam‑hopping communications, inter‑satellite laser links, spaceborne phased‑array antennas and flexible solar wings; development of automated large‑scale LEO orbital deployment technology and direct‑to‑phone LEO broadband, plus promotion of ground and satellite terminal supply chains and mass‑production satellite digital factories.
