Shanghai municipal government published a strategic emerging-industry plan directing policy support to integrate satellite internet with Beidou, 6G and AI and to speed scaled deployment of satellite internet and Beidou applications. The plan prioritizes commercial rockets: accelerate development of large-diameter, high‑thrust reusable launchers and key technologies — engines, return-control systems and structural stages — and build assembly and related infrastructure to meet high-density LEO constellation needs. Satellite-internet measures target transparent bent‑pipe LEO beam‑hopping communications, inter‑satellite laser links, spaceborne phased‑array antennas and flexible solar wings; development of automated large‑scale LEO orbital deployment technology and direct‑to‑phone LEO broadband, plus promotion of ground and satellite terminal supply chains and mass‑production satellite digital factories. It also calls for R&D platforms for ultra‑precision/stable/clean spacecraft, stronger satcom, navigation, remote sensing and medium‑orbit space‑based TT&C services, breakthroughs in on‑orbit fault handling and refueling, and a full‑process insurance framework covering launches, on‑orbit operations and third‑party liability.
