MOFCOM and eight other ministries issued guidance saying aircraft maintenance firms carrying out items on the bonded-maintenance product list will not face regional restrictions. The document encourages new maintenance entrants to prioritise locating in comprehensive bonded zones. It defines aircraft maintenance enterprises as entities with independent legal status holding a CAAC maintenance license, or firms approved by the Civil Aviation Administration of China to perform maintenance on behalf of such license-holders.

Kuwait and Qatar are raising crude shipments via the Strait of Hormuz, aiding a rebound in waterway flows. Traders say the two producers together exported about 2.0m bpd before the Iran conflict and are now at roughly 70% of that level (~1.4m bpd). The UAE was first to resume large-scale Hormuz exports using ship-to-ship transfers in the Gulf of Oman; Saudi Arabia has since joined. Traders estimate roughly 7–8m bpd currently transits the Strait, up from about 4m bpd in mid-July and about three-quarters of pre-conflict volumes. Vortexa said on Monday flows via the waterway were approaching 10m bpd.
