The document requires improved inter-agency information sharing and a lifecycle data-exchange system covering sales, registration, maintenance, insurance and scrapping. It also calls for stronger used-car circulation rules, mutual recognition of standardized used-car sales invoices and tiered, classified oversight of used-car operators.
