During the 15th Five-Year Plan period China will continue to consolidate the foundation of universal medical insurance, optimize overall enrolment structure and expand employee insurance coverage for key groups including flexible workers, migrant workers and new-form employment. The plan calls for higher maternity medical protection: direct settlement of insured persons’ maternity medical expenses and direct payment of maternity allowances to individuals. Authorities will fully establish a long-term care insurance system, refine long-term care service policies and push to raise long-term care service capacity and standards.

Sept 2 — The State-owned Assets Supervision and Administration Commission of the State Council and the Chinese Academy of Sciences opened a special training class for central-enterprise talent in deep-sea and deep-earth fields. SASAC deputy director Tan Zuojun urged SOEs to target sector pain points, deepen institute–enterprise links leveraging CAS’s organized basic-research strength, speed cultivation of high-level leaders, push breakthroughs in foundational technologies, and strengthen industry–academia–research–use coordination to advance high-quality development of China’s deep-sea and deep-earth industries.
