construction plan, prioritizing a green, low‑carbon transport system. The plan
mandates full conversion of public‑sector vehicles to new‑energy powertrains and
sets a target for medium‑ and heavy‑duty new‑energy trucks to account for 30% of
the fleet. Coastal ports must achieve full shore‑power coverage and ports and
airports should largely electrify non‑road mobile machinery; new or replacement
internal vehicles and non‑road equipment in key industries, parks and
construction sites should be electric wherever possible. It also pushes
river‑sea and container sea‑rail intermodal expansion, green upgrades for
ports/airways/airports/highways, construction of an international green‑shipping
fuel refueling and trading hub with extension to inland waterways, and
accelerated rollout of charging and hydrogen refueling infrastructure including
heavy‑truck charging and battery‑swap facilities at Yangshan, Waigaoqiao and
major freight corridors.
