Shanghai Financial Regulatory Bureau issued guidance to boost tech finance in
the city’s banking and insurance sectors. Banks are directed to expand tech
lending with differentiated support on product limits, tenors, pricing and
collateral for R&D and technology commercialization; banks may set their own
methods for calculating tech firms’ working-capital needs. The guidance supports
financing for breakthroughs in chokepoint technologies to strengthen
supply-chain autonomy, promotes equipment upgrades via finance leases, and
encourages M&A-led consolidation by prioritizing industry “chain‑leader” tech
firms with strong innovation, large upgrade needs and broad market prospects to
facilitate capital circulation.
