Annual land‑use plans should tilt toward rural projects, with no less than 5% of new plan quotas in principle reserved for key rural industry projects. The province will centrally allocate 10,000 mu (≈667 ha) of plan quota exclusively for rural revitalization land; projects on the provincial major construction list will receive immediate full allocation upon reporting. Land‑use plan support will be increased for national rural revitalization demonstration counties, provincial key assistance counties and key monitoring counties to consolidate poverty‑alleviation gains.
