Sept 15 — Henan Department of Natural Resources issued a draft notice seeking comments requiring rural construction projects to prioritize stock over new supply, recycling idle homesteads, vacant rural housing, abandoned factories, village offices and low‑efficiency vacant land. Annual land‑use plans should tilt toward rural projects, with no less than 5% of new plan quotas in principle reserved for key rural industry projects. The province will centrally allocate 10,000 mu (≈667 ha) of plan quota exclusively for rural revitalization land; projects on the provincial major construction list will receive immediate full allocation upon reporting. Land‑use plan support will be increased for national rural revitalization demonstration counties, provincial key assistance counties and key monitoring counties to consolidate poverty‑alleviation gains.

He cited rising energy costs and recent inflation that have pushed the U.S. 10‑year yield above 5%, prompting markets to sharply raise odds of further Fed tightening. Curnutt warned additional hikes would compress margins for firms unable to pass on costs and could shock a market he views as under‑hedged for volatility. He likened the setup to 2018—when the S&P peaked in September and fell about 10% across October–November before weakening in December—and said a second down‑leg by year‑end is possible if the Fed keeps hiking.
