The office is weighing greater issuance of treasury bills, term loans and promissory notes and is assessing investor demand across maturities; new issuance may be shorter-dated. It may initially raise and refinance via short-term instruments and convert to longer-term securities when market conditions improve; financing for SOE projects and programs under emergency decree may likewise begin as term loans or promissory notes to better match project timelines.
