The Central Committee of the Communist Party of China and the State Council issued Opinions on developing new-quality productive forces, directing a forward-looking push to cultivate ‘future industries.’ The paper instructs exploration of multiple technology routes, application scenarios, business models and regulatory frameworks, and singles out quantum technology, biomanufacturing, hydrogen and fusion energy, brain–computer interfaces, embodied intelligence and 6G as priority sectors to accelerate a complete industrial ecosystem. It calls for establishing investment-growth and risk-sharing mechanisms, fully leveraging existing fiscal policy to support these industries, and steering sustained private capital inflows.

Senior executives at Anthropic, OpenAI and other AI firms are privately running scenario drills to prepare for a potential catastrophic AI incident that could provoke widespread public and political backlash. They say the most likely form would be a cyberattack that disrupts financial services, internet connectivity, power or water — a shock that could disrupt liquidity, market functioning and prompt tougher regulation or political accountability for industry leaders and officials including Anthropic CEO Dario Amodei, OpenAI CEO Sam Altman and President Trump. OpenAI said it conducts emergency-preparedness exercises to model possible scenarios and does not regard them as predictions.
