Hangzhou published local implementation opinions to reform market-rate housing
sales, covering tighter presale management, orderly promotion of completed-home
sales, a sponsor-bank system, increased financing support, optimized land
supply, allowance for phased project development, and staged completion filing.
The guidance sets a policy cut-off: projects that obtained a construction
planning permit on or before 28 Aug 2026 and choose to presell will remain
subject to existing presale conditions and presale funds supervision. Projects
that obtained state-owned construction land‑use rights on or before 28 Aug 2026
(including rights currently in transfer) but have not yet secured a construction
planning permit will, in principle, be managed under presale rules applicable to
newly acquired land projects.
