trade data to monitor import surges as a first step toward potentially imposing
import quotas on additional foreign industries. The commission is reviewing
multiple sectors, including chemicals and machinery. If it finds surges, it
could adopt safeguard measures such as quantitative import limits. No timetable
has been set for any new safeguards, the sources said.
