MOFCOM and seven other central agencies issued measures to promote integration
of rail and tourism and expand consumption. The notice encourages private
investment in retrofitting and equipping tourist trainsets and related
facilities, and calls for development of trains for long- and short-distance
scenarios with premium, comfort and mass-market configurations and themes
including senior, study-tour and wellness travel. It also promotes market-based
co-branding with well-known IPs to create themed trains and carriages. The plan
sets a national target of more than 160 dedicated railway tourist trains by
2030.
