China’s State Council approved an Expand Consumption 15th Five-Year Plan that prioritizes high-quality digital consumption and an AI+consumption push. The plan targets faster supply of next‑generation smart terminals — AI-capable smartphones and PCs, smart wearables, service robots, desktop 3D printers — and calls for accelerated R&D and interoperability of smart security and video-care systems. It directs pilots for intelligent connected vehicle access and on-road operation. The plan also promotes wider use of AI and VR in lifestyle services and tourist sites, and integration of AI into education, healthcare, culture, tourism and sports to expand intelligent-systems application scenarios. On digital content, it seeks more high-quality digital cultural and museum products, greater ultra‑HD broadcast and online audiovisual supply, and development of VR films and LED digital cinemas.
