Shanghai Municipal Commission of Economy and Informatization issued measures to
accelerate AI+manufacturing, offering targeted grants and subsidies to speed R&D
and deployment. Up to 20 mln yuan in support for breakthroughs in core
technologies including industrial vertical large models, AI coding models,
physical AI, industrial agents, industrial software and industrial internet —
with specific aims such as knowledge-graph fusion and text-to-3D parts design.
Up to 10 mln yuan for integrated security solutions for industrial models and
agents. To lower intelligent-input costs, the city encourages industrial cloud
platforms to offer low-code agent development, free trials, experience token
vouchers and preferential compute plans; subsidies of up to 40 mln yuan for
leasing non-affiliated compute resources for industrial model/agent R&D.
Subsidies up to 5 mln yuan each for invoking or privately deploying third‑party
models and for purchasing high-quality training corpora for industrial model and
agent development.
