Six ministries led by the Ministry of Ecology and Environment issued a '15th
Five-Year' plan for soil, groundwater and agricultural-rural ecological
environment protection. The plan sets five priority tasks: tighten risk control
over construction land, strengthen ecological protection of farmland, deepen
Coordinated prevention and control of groundwater pollution, advance rural
(beautiful countryside) construction, and enhance governance effectiveness. It
allocates major projects including a soil pollution source-prevention
engineering program and a special soil remediation program for chemical-site
plots vacated within 1 km of rivers, and mandates a second national
soil-pollution survey and a nationwide groundwater-pollution investigation and
assessment.
