The Ministry of Water Resources issued the 2026–2035 Overall Plan for
Development of Water Remote‑Sensing Satellite Applications, mandating
coordinated construction of four major systems — satellite resources, data
resources, operational applications, and technology innovation and standards —
to expand satellite capacity. Targets: by 2030 establish a preliminary
application system covering core water‑management functions; by 2035 form a
largely complete water remote‑sensing satellite application system with
substantially increased sub‑meter imagery coverage to speed up rapid monitoring
of major water‑management emergencies.
