The plan aims to build 1–2 world-class Shanghai event brands and cultivate internationally oriented, professional events organizers; broaden event consumption channels and establish an all-day, broad-based spectator consumption ecosystem; and upgrade venue and service support to raise spectator convenience and international service capacity. Quantitative targets: cumulative participation in national-level and above events to exceed 10 million and generate over 100 billion yuan in economic impact, and cumulative participation in mass sports events to exceed 30 million.
