Charles Kupchan, a senior fellow at the Council on Foreign Relations, said that while he believes the U.S. and Iran could reach some kind of agreement on the Strait of Hormuz, a comprehensive peace agreement on Iran's nuclear program and other core issues remains a distant prospect. He said, "I think it's possible for the two sides to establish a framework for reopening the Strait of Hormuz. It's possible. But I don't think they've reached a real agreement on the nuclear issue. Absolutely not. It's still a very long way off, and even whether it can be achieved is still questionable."
