The city plans to activate a citywide Level-2 flood emergency response on the morning of Aug 11. Authorities advised monitoring local forecasts, following flood-control instructions, taking precautionary measures, avoiding flooded roads, and staying away from rivers, low-lying and landslide-prone areas; do not enter mountainous areas.
