On Sept. 15, Russian foreign minister LAVROV said Russia is prepared to enter a new round of talks on Ukraine and to seek a compromise within its established positions and framework. He said Moscow wants to end the conflict and has not refused negotiations, and that responsibility for any breakdown does not lie with Russia. If other parties demonstrate negotiating intent, Russia will take part in bilateral or trilateral talks. LAVROV reiterated that Russia’s stance and the objectives of the special military operation have not changed and that Moscow will not suspend the operation during negotiations.

AllianceBernstein fixed-income senior investment strategist Thierry Taglione said calls to slow AI development are unlikely to stop large tech firms from pursuing financing and capex. Speaking on financing by hyperscale cloud providers and data center operators, he called them long-term funding plans — "we're talking about 10 years and beyond" — and said recent headlines will not derail investment. The remarks follow OpenAI's call to slow development of its most advanced models over safety concerns; the sector has seen valuation pullbacks and rising investor concern over credit risk and whether AI infrastructure capex will deliver adequate returns.
