Kyiv mayor Vitali Klitschko reported at least 16 wounded and a water outage in eastern districts; Odesa officials reported six wounded and damage to buildings and infrastructure. The Yaroslavl refinery, a fuel supplier for Moscow and surrounding regions, was struck for the second time after previous attacks, most recently in late August.
