On Sept. 21 the Ministry of Agriculture and Rural Affairs said it is closely
monitoring a super‑strong El Niño and will refine meteorological, pest and weed
emergency plans, accelerate repairs to field channels and plain waterlogging
control, and speed up fixes to drying and storage shortfalls to shore up
disaster preparedness. The ministry ordered measures to stabilize winter wheat
production—protect sowing area and quality, combine growth control with
promotion of robust pre‑winter seedlings to underpin next summer’s grain—and to
lift oilseed output via mechanism and agronomy integration to boost rapeseed
yields. Regulators will also push to stabilize fertilizer and agricultural input
prices and supply, and promote water‑fertilizer integration and other water‑ and
fertilizer‑saving technologies to ensure planting-season fertilizer
availability.
