MIIT and six other ministries issued a New Battery Industry 15th Five-Year Plan,
calling for optimized lithium-battery sitting under principles of regional
agglomeration and concentration of industrial players. Local governments are to
exploit comparative advantages for differentiated, coordinated development. The
plan seeks to consolidate the roles of Beijing–Tianjin–Hebei, the Yangtze River
Delta and the Guangdong–Hong Kong–Macao Greater Bay Area as high-quality growth
engines, and to better leverage Guangdong, Fujian and Zhejiang coastal city
clusters to accelerate the formation of advanced new-battery manufacturing
clusters. It instructs using the Yangtze Economic Belt, Yellow River basin and
Northeast industrial bases to strengthen, fill and upgrade battery supply
chains, and tapping central and western region resources to boost supply-chain
resilience.
