Market concern followed an overseas report suggesting potential restrictions on optical chips; market sources said implementation is highly uncertain and likely containable. Morgan Stanley's Oct. 1 note drew solely on exchanges between its strategy team and a Washington legal team and repeatedly used hypothetical language (potential, likely, could); it contained no FCC rule text, no proposal discussion record and no official release, and should be treated as a policy conjecture.
