He warned Moscow’s expanding disruptive operations in Europe raise the likelihood of civilian or military casualties. Sikorski declined to detail specific reprisals, but noted Poland and Estonia invoked NATO’s Article 4 after recent Russian drone and jet airspace incursions, suggesting possible need for tougher collective measures.
